Our Story

From Solutions to Wholeness

For decades, our founder, Edwin R. Lucus, worked deep within the systems designed for workforce development and reentry — including director-level leadership at the Delaware Department of Labor. It was from this specific vantage point, seeing both the policy and the personal struggle, that he recognized a critical, recurring gap.

Traditional programs treated employment as the finish line. But a job placement alone doesn't restore identity, stability, or purpose. What was missing was wholeness — an approach that combines the strategic rigor of government with the empathy of community.

The Heritage Ascent Group was founded to be that missing piece: a Delaware nonprofit where returning citizens are met not with a checklist, but with a roadmap to leadership.

Our foundation rests on three pillars: strategic rigor, academic depth, and operational excellence — delivered by a team that has lived the work from every side of the system.

Our Founder

Edwin R. Lucus, CEO & Founder

“Workforce development isn’t just about labor; it’s about life.”

Edwin R. Lucus brings more than 30 years of experience in prison reentry and workforce development, including director-level service at the Delaware Department of Labor. His career spans both sides of the work — shaping policy at the state level and walking alongside individuals rebuilding their lives.

Edwin champions a “wholeness-first” approach that pairs governmental strategy with nonprofit empathy. As CEO, he leads the Rising Leaders Academy and sets the organization's standard of “Scaling with Guardrails” — growing impact without ever compromising quality of care.

He also serves as Director of Operations at MidAtlantic Hood & Duct, where he applies ISO 9001 quality standards, and is a certified DEI Trainer and Workforce Development Facilitator. A musician and former athlete, Edwin believes discipline, practice, and team are the foundations of every ascent.
